Sybil Carlisle was born to the parentage of Alfred and Matillo Williams Carmen, Sr. in Bayboro, North Carolina. She attended and graduated from the Pamilco School. She joined the Greenhill Baptist Church under the leadership of Rev. Hubert Hill, where she was a faithful member. She was employed at Cherry Pointe in North Carolina, where she met her first husband, Raphael O. Boone, who preceded her in death. They were married in 1945 and to this union one child, Etheal, was born.

She later moved to Brookly, New York, where she united with the Mt. Sinai Baptist Church under the leadership of Rev. Lowe, where she continued to be an active member. It was in New York that she met and married Homer Carlisle, who preceded her in death. To this union, one son, Roger Bernard Carlisle was born. Years later she moved back to Bayboro to care for her ailing mother. Her mother died in April of 2000. Years later her heath began to fail and she returned to New York to live with Etheal. In 2006, Sybil and Etheal moved to Anniston, where she united with the Faith Baptist Church under the leadership of Pastor Mark Estelle.

On November 13, 2014, sybil answered the Master's call. She leaves to cherish her memory: a beloved daughter, Etheal; a loving son, Bernard; her grandchildren, Demetra Elder, Anthony Elder, Nikita Middleton, Christopher Selver, Tariq Selver, Jaden Selver, Jonovan Carlisle, Joshua Elder, Chloe Middleton, Chase Middleton and London Vaughn; her sisters-in-law, Emma Carmen, Cora Carlisle, Caroline Carlisle and Lexie Carlisle; and a host of nieces, nephews, cousins and her dearest great nephew, Michael Cooks.
